NOC Customer Portal speeds may measure lower than expected or are erratic though speedtesting is stable and meets expectations. 
This may indicate that one more of your ISP connections is suffering from traffic shaping on TCP port 4419. This is explained further in article http://support.sharedband.com/kb/kb18/ which also provides additional testing that you can perform.
If traffic shaping is present, we would recommend that you refer this to the ISP(s) concerned.
