This may indicate that one more of your ISP connections is suffering from traffic shaping on UDP ports 4000-4500. This is explained further in article http://support.sharedband.com/kb/kb18/ which also provides additional testing that you can perform. If traffic shaping is present, we would recommend that you refer this to the ISP(s) concerned.
